So we will borrow at the prestigious workseveryone and we will be able to distract them from production of the weapon and desire to kill. Collaboration with the technical equipment will teach millions of people to live near each other, withoutbreaking the equipment, to understand and to respect others.

– We can declare the grandiose building on Mars. Let it be a public justification of our work, its necessity. At first, we can study the asteroids from Earth by means of the spectral analysis and calculations. It is absolutely true that Solar system is full of the asteroids consisted the potential resources for theemployment. It’s thousand or ten thousand times more than we have on Earth. On Earth the work on theecological safety is conducted, but its prestige is too low. Other countries will interfere with it, even fromthe desire to harm the common deal. But the fact is that the work in space will help to keep its prestige. It is more important because it will involve in the system all of those who could be engaged in production ofthe weapon or those who have the empty life of alcoholism and quarrels. When we organize the deliveryand processing of the materials of asteroids, it will be possible to solve different problems: shortage of theresourses for the analysis, and the disinfecting the soil. When we start from the planet Earth, huge amountsof money go on the equipment capable to overcome inclination. But expenses will be significantly lower if we do the technological equipment for the disinfecting the soil of Mars on the plants in Solar system. Someasteroids in Solar system have the size more than hundred meters, it will be enough to become theconstruction material for the future colony on Mars. Now there isn't enough gravitation to create theatmosphere. But the bolids in Solar system that we could collect to gain weight for Mars, people will have a new manned planet. Moreover, they have a noble deal that will help the mankind to become better. Supporting the work, we will be able to distract those who otherwise would begin to do poisons forextermination of the mankind. Yes, we will hardly correct those who are already busy with biologicalterrorism. But we will be able to occupy all the people who haven't followed this dangerous way yet, thosewho have been making the choice.

Victor Pavlovich has noticed an surprised look of the head of the Safety Council. He continued the report.

Of course, it will go for thesalary for the laymen occupied on the new manifacture. Its scale and prestige will be intended to make theenemies envy and to capture them with the desire to do the same. We will occupy Medici and Borgia forthe work that will be even more prestigious and necessary. We will spend the public money to make themcompete with us and do the same. We will appreciate and praise their job, we will learn the society how to do the same, increasing their prestige here to create for them a new way of existence, new clear andtempting programs. We will teach them how to appreciate the people and not to do the poison. And, as a result, we will destroy the root of the military conflicts. It is said that in the military science has a systemthat begins a race of the arms and provokes the conflicts. Real reason is that often not all equipmentcontains ideally. On the bases there are not enough materials or they are stolen. To write off the losses it is easier to begin the fighting and to blame the enemy. There is another unpleasant, but habitual scenario of the beginning the conflict. Military need money from the state treasury at least just to support army andthe equipment. But the authorities reluctantly finance even expenditure on the duty for the maintenanceof the dangerous weapon. To find the funds for its work at the same time following the obligatoryinstruction, it is necessary to start other projects and to give a part of the money to the nuclear physicistsor on the control of the chemical and biological weapon. Earning these additional funds in the peacefularea – the competitors appear anyway. As the result they are left without money and with problemsbecause of the market closing. The only way out for the soldiers is to continue making the arms with thebudget money, there they can hold the monopoly. They advertize the new weapon and receive the hugesums from the higher authority’s budget on its creation. It was the way of the economy development thatcreated so much weapon in the world so the planet can not survive now. The new programs will give theeconomic system of the peaceful development. We also have the strategic plans for the military part of thepopulation as they will remain the police officers of all created system working in space mines and theplants. They will have a peaceful business which they will be able to keep under control. We will change a lot of things in the economic system of the war. We will distract those who invent and use terrible weaponto make living. Therefore we will protect ourselves and the whole world from the self-destruction.

All the time the facial expression of the head of the Council of safety was changing. Now there was no signof the initial hopelessness. He was interested and full of hope. When Pankratov had finished, the head of the Safety Council said to him:

– Of course, it’s very good, Victor Pavlovich! The more resources and work, the less reasons for wars. It sounds oddly enough but the asteroids can save Earth from the full elimination. But how will we organizeall this? We huge funds are necessary! It will be possible only if the project is international!

Volin stood up.

– Mister head of the Council! It’s exactly what we want to make. But the direct negotiations with our richrivals won't lead to anything. Therefore we have developed the large-scale project directed to the changeof the priorities of all the mankind. For this purpose we will launch a secret information campaign whichpurpose is to reorient the developed countries of the world from resource wars on Earth to the peacefuldevelopment of the geology in Solar system. We will surely add the explanations about the threat of the hitof the meteorites to the nuclear objects, develop the huge company on accumulation of the prestige of everybody who is engaged in space researches. People will be torn to such a works even only to be considered as elite of the society. The system of the employment will be focused on the upbringing peopleas much as it possible. Besides the space, we have one more advantage – effective intelligence service andcounterintelligence. In Russia there are many agents of NATO and China, absolutely confident that theyaren't revealed by us. Moreover, they have enlisted a number of our high-ranking officials. It was reallydifficult to convince agents of foreign service that their informants are reliable and we aren’t involved in it. We even merge several small secrets to do this. We also use them to send to the leaders of the countries of NATO and China information necessary to us! But the biggest victory will be already created system for theimitation.

– And what information will it be? – asked with the interest the head of the Council.

– And it will be announced by Dmitry Andreevich!

Morozov Dmitry Andreevich, the Minister of Economic Development in Russia, came to a conference halltribune. Pankratov didn't sit down, standing nearby and letting know he wanted to add something to Morozov's report.

The head of the Safety Council has turned pale and cried out:

– What accident? When did it happen? Why didn’t you tell me!?

– Andrey Leonidovich, calm down! – Semenov, the head of the department of the fight against war crimestold him impassively. – Accident hasn’t happened yet. We plan it next week. But it will be small, only as an occasion to start actions.

The head of the Council understood everything, took a deep breath, leant on the back of the chair and saidwith the voice still shivering nervously:

– This way I will leave the Kremlin only legs forward! No, there won’t be any accident. Do what you want, but no diversions against our own country, even in case of the recruitment the foreign armies. We have no war. They don’t attack us, don't occupy the territory. The soldiers didn't object. And shamed Morozov continued:

– We will use all the possible exits due to the appearing problems. We will find the new ways out. We needto begin looking for the reserves of the necessary metals and minerals outside Earth. To develop the systemof the disinfecting and to make the space cleaning fashionable so it will help on Earth too. Let's create thesecular society, like in Pushkin’s lyceum where we will begin to bring up the noble people. Let's make thelife beautiful for the millions. People would forget that they once wanted robots only for the killing mostof the fellow citizens.

The conversation has right there joined Pankratov:

– We also want to tell the part of the information about the asteroids and our plan in general, that will be interesting for the press. We even have a project of the plant processing the asteroids on the orbit. We want to tell about it too. The purpose is simple: to let the West and China understand what now they can’t caught anything and get the profit in Russia, and at the same time to aim them at the exploration of thespace richness, to show them it’s real. In this case the huge money that are spending for the arms now willbe reoriented on the space programs, and thousands unemployed people will be able to find the job in thesphere of studying, delivery and processing the asteroids.

– The idea is clear and I completely support it! – The head of the Safety Council with a sign invited Morozovand Pankratov to sit down at a table. – And if it’s not a secret, who is an informant telling the information to the agents ?

Volin smiled:

– This is mister Morozov! And mister Orlov – the first deputy of Pankratov!

The head of the Council looked at Morozov and said reproachfully, shaking the head:

– Oh, didn't expect it from you, Dmitry Andreevich, didn't expect!

It was the end of the meeting. The discussion was already about to an end when the head of the Councildecided to say about one more condition.

– I am ready to support the project and I will make an official motion for its development in thegovernment. We have capacities to continue the work. But I promise all this on the one condition. Thegeneral system of the program has to include searching the protection against radiation.

– Do you mean the alternative energy sources? – Volin has asked him.

– It’s not the only way. The program is large-scale. The best physicists and chemists of the world willparticipate in its work. You have to to support their efforts of studying the nuclear reactions and makingtheir forces safe for the person. Let use everything. Study the alternative types of the obtaining energy andmake the cheaper power plants. Create the programs for studying the nuclear synthesis and simulate themon the computer so that in the beginning models, and then our experiences prove the ways of using of thisdangerous energy without harm for the person and the nature. I understand that this task is difficult and I won't demand instant results. I’m against the dangerous technologies to become known to those whomustn’t know about their power. But its studying has to be a part of the new direction.

– We will make it, – Volin answered to all. – I imagine how people in the West will react to this program.

Everybody burst into laughter and in a good mood began to discuss details of the forthcoming informationcampaign.

Space is fronted of the Cold War

It forced it to understand whythe contemporary of the author of Little Prince saw in people from the country of his constant opponentsalready not only the Wednesday full of threat to peace, and loving people. The war, which has made alldefenders of the world has forced them all to unite for the sake of a vzhivaniye, forgetting for a while aboutthe conflicts between the countries. Foreigners were interesting to Hugh Parkers, he tried to understandtheir intentions and a way of actions. Intelligence data became the second reason of change of the attitude of Parkers towards Russia. It hasturned out that in the conditions of the world fever of arms which has become possible thanks to sellingpoliticians, Russia spends the budget not for developments of new arms and means of protection, and forprograms for the disarmament of marauders. For most of news dealers they were called systems for spaceexploration. The clever general has understood at once that the paramount purpose of Russians in thisprogram is not the development of asteroids, but change of priorities of mankind at all. Has understoodParkers and the fact that the Russians have specially leaked information in NATO, as if in absentia invitingthe potential opponents to cooperation or, at least, rivalry, but out of Earth and finally to the benefit of mankind.

John didn't believe in accidents. And the fact that he with a difference in a month has learned about theRussian two facts which characterized them from especially positive side were from him he is familiar fromabove. He and his assistants have spent a month in hard work, finding out details of the Russian programs forchange of priorities and to the development of space. With surprise, he has found out that initiatives of Russians really cause in the spirit of sports passion is mute. The general has chosen for himself the only way which has become his credo the next years, to be engaged in re-education of people, but make it better, than the opponent. Two high ranking from command havewillingly listened to his arguments in favor of deployment of new programs. It even seemed to him that thegenerals are attracted by new developments which will help to bring up the real patriots of the country andwill give additional allocations. All his analytical departments already collected materials for the argumentof new plans above. At last, the obtained data have allowed Parkers to prepare as it seemed to him, theconvincing report. He has arrived in Sweden only after several hours prior to the meeting. The protocolprovided only one meeting therefore before it it has decided to pass a little on foot. Then it seemed to himthat on the street of the capital, he too draws attention when strides with two security guards on the almostempty street. He has changed the car and has included news. Televised reports on events at the last meeting, then about wars and judicial proceedings. Exchange quotations have again replaced shots from the place of the conflict in one of the African countries. And now, going beyond a tribune of the conference hall of the General Assembly of NATO, he felt that in hishands now destiny of the whole world. At a special meeting there were heads of all member countries of Northern Alliance. Journalists in the hall weren't, the meeting was closed. Parker went beyond a tribune andhas begun the performance. His first words have been devoted to his fidelity to duty to gather on theweapon. He hasn't forgotten to remind them that all most glorified battles of the world, including one of them, remained fight of good against the evil where the last has been stopped. Seeing approval of listeners, he has approached a main goal.

– The modern world is in danger! And a source of this danger are not only Russia and China, not radical Islamand terrorists, not dictatorships in Southeast Asia and Latin America today. We get used that the enemy – thisthat group of people, which to us was described in school and institute textbooks. We become conservativesbecause of inability to think, because of internal aging. We cease to see new modern danger and because of fear to lose the place or to become objectionable to the higher commander. We forget that the newproblems arising now demand too from military of protection and the ability to prevent a trouble. Again andagain we forget that the best military are not even those which have won against the enemy, and managednot to allow the conflict. Politicians in difficult situations call troops. The army places a curfew on the citywhere disorders, rage, checks documents it is, more, than the police, interrogates suspicious people.

Everything together has a main goal – to bring rebelled to the normal human state.

Now we had a new opponent. These are the mods not habitual to us or not capable to support in the countrynormal life cruel dictators. The new fighting task is much more difficult, then fight with the armies locatedaround ours. Now it is possible to call rebelled usual people of the Western world, received, despite all bansof the Convention of the UN «About arms», access to the most different types of weapon, including – massdefeat. Yes! You shouldn't do the surprised persons! Thanks to corruption manifestations and short-lived firmsthis weapon promptly extends among any crowd, including – among potential criminals and maniacs of allcolors. Ideas that this weapon will shoot against our enemies, aren't implemented in practice. Even at largeinternational commercial corporations investigation and counterintelligence, their agents in all largeinternational terrorist and criminal groups, perfectly works at borders – rigid control! It is impossible to forget that most of their owners, especially in the territories of the countries of the former Warsaw pact, arethe former staff of intelligence agencies, high military who have stopped being only military and havereceived own situation thanks to abuses of office powers. The wealth does them capable of the means to create the equipment for production of weapons of mass destruction, psychothrone, biological. Thegovernment institutions which are engaged in development and the maintenance of the dangerous types of arms have a lot of controlling structures. With their help even the angry chief of laboratory can't destroy allmankind in a rush of anger. With the advent of new recipes of poisons and frequencies killing the personwhich developments have once been allowed in secret laboratories and are generously paid by ourintelligence agencies, the situation has changed. The recipe cost billions, but after his emergence as thepoison made after it to the recipe will cost only one thousand dollars. Many have such means. And they arewhere control of military any countries won't be able to find danger before it has caused the accident.
